If I did not spend my monthly budget on google / adwords does it refer to the following month, charging only?

You are charged only for that month's expenses and not on a budget not met. You can also set daily spending budgets well and target your ads to specific countries, gender, time zones and other factors. Once your daily spending limit is used to date, your ads will stop the next day. Good Luck!
